Thailand is primarily focusing its digitalization efforts for foreigners on entry and long-term residence documents.
• Digital Arrival Card (TDAC): All foreigners must complete the Thailand Digital Arrival Card (TDAC) online before entering the country. This replaces the previous paper card and serves to electronically record travel, accommodation, and health information.
• Pink ID Card for Residents: Foreign long-term residents can apply for a “Pink ID Card.” This card is a physical ID for non-citizens that contains a unique 13-digit Thai ID number and simplifies everyday transactions (banks, hospitals). The card requires registration in the Yellow House Registration Book, thus establishing an official address.
• Assessment: The TDAC is a mandatory digital data collection upon entry. The Pink ID Card is optional but useful for residents and links foreigners to a central Thai ID number system (13-digit ID). While Thailand does not yet have a nationwide, comprehensively linked social credit or behavioral scoring system for foreigners, the infrastructure for the centralized digital collection of identity and movement data (entry/residence) is in place.
⚖️ Conclusion: Continuous Assessment
The study shows that the trend toward identity digitization is global, and few countries are not planning some form of centralized registration or digital ID integration. The earlier assumption that foreigners could completely avoid digital ID in many countries is increasingly outdated due to the introduction of biometrics and central registries for residents.
• The focus must shift from the question of whether a country will introduce an ID to the question: How comprehensive is the linking of the ID with finances, health, and behavior, and is there a risk of the introduction of a behavioral score?
• Countries that pursue a decentralized (federated) approach or have a low digitization rate remain the main alternative.
