CALL FOR EXPRESSION OF INTEREST/REQUEST FOR QUALIFICATION (RFQ)
PUBLIC PRIVATE PARTNERSHIP FOR THE DESIGN, BUILD, FINANCE, OPERATE, MAINTAIN AND TRANSFER OF DAMS FOR WATER SUPPLY, IRRIGATION AND MULTIPURPOSE SCHEME PROJECTS

The Ministry of Water, Sanitation and Irrigation has prioritized implementation of water
harvesting dams under Public Private Partnership framework in line with the Kenya PPP
Act 2021, other applicable laws and statutes of Kenya.

The Ministry of Water, Sanitation and Irrigation hereby invites Expressions of
Interest/Request for Qualifications from interested Firms/ Consortia for the Design,
Build, Finance, Operate, Maintain and Transfer of the proposed PPP projects.

Experience in the operation & maintenance of similar infrastructure projects demonstrated through at least two contracts undertaken in the last ten years for projects of a similar type, size, and complexity i.e., at least two water dams each having the following minimum features:
i. Gross dam storage capacity of at least seventeen million cubic meters;
ii. Water treatment plant, transmission and distribution with at least 40,000m3/day capacity;
iii. Project cost of at least USD 150 million.

The investor may also need to show capacity for O&M for last mile
connectivity.
